User can pay "Business" and "Gold Dealer".
When user registered in site , then user have Registered Group (by default), you can change Registered to other Group(in Joomla Configuration) , example, to Group "Business" or "Gold Dealer"

Yes,Admin can change user type.
Have 2 ways:
1)User can pay others Levels
OR
2)Admin can change Level in admin area component

You about EXP Template ?
If yes , then you can change template width and colums , font and etc ... this no hard ... EXP Template use Bootstrap library and for this libarray have very more constructor , example 1 >>> , example 2 >>> , example 3 >>>
